Can I send a customer an inspection report from Redline?

No. Redline has no inspection report builder. Keep using your report tool for that, and use Redline for the quote, the schedule and the invoice that come after it.

How do annual reminders work?

Book the sweep as a repeating visit every 12 months so it's on your calendar, and set a date reminder if you want a nudge to call first. Redline doesn't send anything to the customer by itself.

Can I quote a liner by the foot?

Yes. Every quote line is a quantity times a price, so a 25 ft stainless liner is one line, with the cap and the labor as their own lines.
